GOCA has launched a strategic initiative to strengthen Grenada’s cultural and creative industries (CCIs). The six-month project will examine the mandates, governance structures, policies and legislation that guide key cultural bodies to develop an efficient governance framework that supports Grenada’s growing creative economy.
Why the Creative Sector Matters
“The creative sector is critical to Grenada’s future,” explains Mr. Orlando Romain, Project Sponsor and Advisor with responsibility for the Creative Economy. “Aligning with our Vision 2035 goals, we believe that innovation, cultural expression and heritage preservation contribute meaningfully to sustainable development. There exists, within the sector, enormous potential to generate jobs and income, strengthen cultural tourism, create new export pathways, and empower our artists, storytellers and cultural institutions. However, for us to realise this potential, we must develop a sector that is coordinated, well-governed and strategically aligned with national development goals.”
Grenada’s cultural landscape is currently served by several statutory and quasi-statutory entities promoting, preserving and developing different aspects of the nation’s cultural heritage and creative economy. These entities play an important role in the rich cultural and creative ecosystem but face challenges, such as overlapping mandates, inefficient operational models and limited formal linkages across agencies, that often impact their ability to effectively support Grenada’s CCIs.

What the Project Will Deliver
As part of the institutional strengthening project, CCI stakeholder bodies will undergo a comprehensive review and analysis of their mandates, governance structures, policies and legislative frameworks. Following the review process, recommendations for policy and legislative reforms, as well as restructured institutional arrangements with clearer mandates and fit-for-purpose operational models will be presented for adoption and implementation.
